please please do not rent from him if you value your money at all

The largest problem we had was when we realized that Phil had been stealing electricity from us, our usage was so unusually high that PECO sent someone out to investigate and they discovered that he had connected foreign wires for powering the outside, stairs, fire systems, basement, etc (which he said he had his own meter and paid for separately multiple times) to our meter and that we had been paying for all of these things despite him denying that we were many times. Luckily PECO was able to handle things from there and forced him to cover our past due balances and our electric until he fixed the wiring and got his own electric meter. Throughout this situation Phil was extremely rude, disrespectful, and deceitful which made our living situation extremely uncomfortable and stressful. Stay away from this landlord he preys on Temple students who know very little about living on their own and renting their own apartment, and takes advantage of them and their naivety.

Before I moved in Phil and his associates promised me the building would be completed within a couple of months, but by the time I left the two floors below me were still gutted, uninsulated, drafty and abandoned. Phil and company have ignored my attempts to get my deposit back. They have not returned any of my communications and so I will likely have to take them to court.

Phil has been an absolutely fantastic landlord! A friend recommended him to me almost three years ago and I've been living in one of his buildings ever since. If you ever have any problems he will come from his house in New Jersey to handle it if his maintenance guy isn't around. He doesn't raise the rent if you agree to stay in the same building and utilities are included. I couldn't speak more highly of Phil! He's a phenomenal guy and while most of my friends have been struggling each year with their landlord, I've been extremely pleased and worry free because of him.
